pictures. we want to show them to you. he is a young man, he is 21 years old. he's a national, but he has been living in queens. prosecutors say he came here to the united states in january with the specific intent to commit terror. he allegedly told an under cover agent he wanted to destroy america and that he thought the best way to do it was to target our economy and so he targeted the federal reserve. there is stepped up security outside the federal reserve here. police patrols. the real action is in manhattan. after months of planning, went with an under cover agent to the financial district. that he is loaded with 1,000 pounds of proported explosives right next to the federal reserve building that he took a cell phone, he thought he had wired to those explosives. he didn't know they were. and he went to the hotel millennium next to the world

trade center. he repeatedly made the call that he thought would detonate the bomb, say federal agents. the federal agents swept in and arrested him. prosecutors say in attempting to destroy that building, he would have killed untold numbers of bystanders. they say he quoted from the man that he called his beloved osama bin laden, to justify the deaths of women and children and now comes word that he may also have been considering an attack on as yet unnamed military base near baltimore and also word that he thought this attack might be spectacular enough to quote, stop the presidential election. back to you. >> he had big plans, thank goodness, they were stopped. bruce, thank you. anita. >> we have a followup on a story we first brought you last night at 6:00. a speed camera left laying on its side. the damage cam was discovered and quickly replaced yesterday

along georgia avenue near spartan road. tonight, police think they know how it got that way. topper joins us live from the scene with some answers on that damaged speed camera. scott. >> reporter: well, police say it is no longer a mystery as far as they are concerned, this is definitely an act of vandalism. a lot of people, even though that's against the law has been cheering from the sidelines and monsing this camera generates money has taken note at how quickly this wounded soldier was put back on duty. >> here's video shot by alny news blogger, doug terri, showing the crew putting the camera back up. police think a vandal intentionally took out the camera with a heavy vehicle, then fled. no suspects are identified, even though there's a police substation. a block away. wusa9 9 posted one of the shots

asking who did it. tongue and cheek answers included, the duracho. mostly, viewers expressed contempt of speed cameras in a county that counts at least 115 of them. it needs to happen to every one of them, wrote one viewer, stop the greed in government. i don't know if someone did this or not, wrote another. if he or she gets caught, i would contribute to a defense fund. camera karma is a post that seems to sum it up. if so, there's a lot of that karma going around. montgomery county police report at least 53 acts of vandalism between february and september, ranging from spray painting to gun shots. balance that against a county legislative report showing speed cameras result in 87% compliance, a 28% drop in collisions, and a 39% reduction in injuries and deaths. around enforcement camera zones. in short, people may hate them,

him home. i would like to know who he is. i would like to say thank you for finding my baby. >> wendy is overwelmed with gratitude for the anonymous good samaritan who led her two- year-old son, sam, to safety. >> they were walking between parked cars. if he hadn't found them, i don't know what would have happened. i could have lost my child. >> remarkably, little sam was one of four two-year-olds, three boys and a girl, who walked a block away from the montgomery county childcare association. >> the daycare hired a public relations firm to respond to our questions. a statement issued this afternoon detailed the steps being taken to ensure this doesn't happen again. the two teachers involved have been fired. >> andrea mccarren, 9news. >> two hikers who went missing say they are glass to be home

again. the experienced hikers got lost when their map fell away. 32-year-old jason highser from richmond and neil pickens are both veterinarians. when they got lost, they used their instincts by using a flag and they spelled s.o.s. with burnt logs. they had to make food with a small bar they had to stretch for days. >> we just kind of rationing what we had. for four days in a row, we split, we eat ate a quarter of a cliff bar per day and then we saved. we had two of the dehydrated ready to make meals that come in the bags. we had two of those that we were saying until the absolute end we were going to divide up, which we never got to. >> they were both found unhurt on monday. they lost some pounds, though, about 15-pounds each and they say it might be quite a while before the wives say, yeah, go

a judge has thrown out the most serious charges accused of beating a student. off the books is the first degree assault. the judge said not enough evidence for that. still facing those officers, charges of second-degree assault and misconduct in office. the case stems from an incident caught on tape in 2010 when baker and james harrison arrested a maryland student. celebrating a basketball win over duke. a trial date is now set for george zimmerman in the trayvon martin case. a judge today set june 10 as the tentative start date for the florida neighborhood watch volunteer charged with killing the unarmed teen. zimmerman is charged with

second-degree murder in the shooting of 17-year-old trayvon martin in february. the 29-year-old has pleaded not guilty. he claims the shooting was in self-defense. zimmerman's trial is expected to last about three weeks. firefighters make a horrifying discovery early this morning. they found five bodies after putting out a fire overnight in denver. but police say the victim did not die in that fire and tonight, they are calling it an arson homicide investigation. police believe the fire was set to mask the murders. this is bruce johnson in downtown washington. this is a billion dollar city center project. we have a lot of small businesses working here, but you also have small businesses that are illegally fronting for illegal corporations. what is the city doing about all this? i'll have that story coming up.

people are out of work just in the district. and mayor gray says small businesses can help bring that number down. >> that is if they get a fair share of the billion spent on construction projects now underway in the city. bruce johnson reports, part of the problem is corruption. >> the district nearly $1 billion city centered development is going up in downtown. >> there will be mixed income housing, retail, hotel. >> and mayor vincent gray chose the site to announce the small local businesses are getting a big piece of the action. >> we believe by the time this is finished, they will have experienced $195 million in opportunities on this project. >> so why make a big deal out of who works on this job? the city's unemployment rate is almost 9%. roughly 35,000 people who live in d.c. don't have jobs. that doesn't include the people who stopped looking for work. >> currently, we have over 72

employees. i think. >> norman jones had been running a small glass insulation company until he partnered with a firm to win a multimillion dollar contract to install windows. >> with this project, as well as other projects that we have been doing through the program, we have grown from 0 to $50 million a year in revenues. >> mayor gray announced some reforms. whereby small companies are merely illegal fronts for major firms to siphon off contracts. >> there's an inadequate level of resources being devoted to this agency, which would -- if there were where we are now does not leave me with the comfort that we are able to do the level of compliance and enforcement that i think is called for. that's one of the reasons we are planning to invest more resources. >> we have to talk about debarring companies. >> the councilman plans hearings and toughen

i'm going to become larger in a minute. 63 in great falls. 62 in vienna. looking at 64 in fairfax and 63 in arlington. so mainly we are talking about temperatures in the 60s pretty much across the board. showers and storms are on the way. mild and dry tonight. the morning commute will be dry tomorrow. the evening commute will be mainly dry tomorrow. the big showers and storms won't push in until after the commute. and thursday night will be wet. you have plans thursday night, allow extra time. so 8:00 in the morning on thursday, okay, we have a lot of sun, but no green blobs anywhere. by lunchtime, take a walk, no worries, but then toward the evening, we saw a line of showers and storms developing out in garrett county, back into west virginia and that is the storms that will roll through here early tomorrow night and the best chance for, perhaps, heavy, and even a few isolated severe storms. partly to mostly cloudy. 46 to 54. by morning, we're looking at

partly sunny skies, breezy and mild. 40s and 50s. and by afternoon, still a fair amount of sunshine in the afternoon until very late in the day. partly sunny, breezy, and mild. maybe a late shower. highs around 70. notice, we kept thunderstorms out until the evening. next three days, yellow alert on thursday. some could be heavy, 71. still nice on friday, code green. i got to drop them there, it's a nice day. cooler on saturday, bright but brisk, temperatures in the mid 60s. next seven days, sunday a fantastic day. upper 60s. and then monday, temperatures are going up a little bit. back in the mid 70s on tuesday. perhaps some showers next wednesday, but temperatures are still, now we are talking above average in the low 70s. so again, bulk of tomorrow is fine, but tomorrow evening and tomorrow could have some big boomers. >> maybe an umbrella is a good idea. >> unless you get home before 7:00. >> i guess it could be a tail

and now, 9sports with kristen berset. >> cyclist, lance armstrong's week began with the announcement he would step down as the head of his live strong foundation. that began a serious free fall that may lead the champ without any more sponsors. it's a result of a thousand pages of evidence released by the u.s. doping agency and now three of armstrong's biggest sponsors have severed ties with him. it all started this morning with, well with armstrong ice biggest sponsor, nike, followed by anheuser-busch. due to the insurmountable evidence that armstrong participated in doping for more than a decade, it is with great

sadness that we terminated our contract with him. nike does not condone the use of illegal performance enhancing drugs in any manner. after enjoying two days off, including a much deserved victory monday, the washington redskins got back to work today. a big week as they prepare to open divisional play. it all started sunday when theberg di and gold travel to the meadow lands and face eli manning and the giants. if you recall last year, the redskins swept the g-men before they became champs and now that they are search seven weeks into the season, they have plenty of time to prepare. >> it definitely won't be this one. i'm not much of a trash talker. let there be it and that's all that you can say about it. everybody is going it be ready to go. >> the baltimore ravens place linebacker, ray lewis on injured reserve. keeping the door open for a possible return later in the season. lewis is having surgery on his
